添加具有基本设置及其控件的定制器部分

面板可以有部分，部分可以有设置，设置可以有控件。设置保存在数据库中，而特定设置的控件仅用于向用户显示其相应的设置。

此代码从上面创建 panel 中的基本 section。里面是一些基本的 settings，附有 controls。
